초록

한국은 베트남전부터 이라크전을 거쳐 현재 소말리아해역 해적퇴치까지 파병을 지속하고 있다. 공산국가 봉쇄에서부터 초국가적 위협에 대응하기 위한 활동까지 그 종류도 다양하다. 그러나 한국은 전략적 딜레마에서 파병을 결정해왔다. 따라서 본 연구는 최근 사례 소말리아해역 파병 정책결정과정을 분석해 향후 국제사회로부터 요청이 있을 때 합리적인 결정을 이끌고자 정책적 시사점을 제시한다.

Abstract

Korea has been dispatching forces from the Vietnam War to the Iraq War to eradicate pirates in Somali Waters. There are many different types of activities, from containment to responding to transnational threats. But Korea has decided to dispatch forces due to a strategic dilemma. Therefore, this study analyzes the recent policy decision-making process for dispatching force to Somali Waters and presents policy implications to guide rational decisions when requested in the future.
