초록

해외협력항만은 해양 안보 강화와 글로벌 교통로 보호를 위한 핵심 기반으로, 한국의 인도-태평양 전략에 따라 그 중요성이 강조되고 있다. 이에 본 논문은 대한민국의 해외협력항만 확보 필요성과 후보지 선정 검토를 통해 협력항만 국가의 우선순위 평가를 다룬다. 후보지로 동남아, 남아시아, 중동, 아프리카의 8개 국가를 선정하고, 한국과의 정치안보관계, 지정학적 중요성, 경제적 잠재력, 각 개별 국가의 특성 등을 기준으로 평가하였다. 단기적 관점에서 오만과 지부티가 추진 가능성이 높고, 보다 범국가적인 장기적 관점에서는 인도와 인도네시아가 우선시된다.

Abstract

Overseas Reliable Ports are vital for strengthening maritime security and safeguarding global transportation routes, with their importance gaining increased attention under South Korea's Indo-Pacific strategy. This study explores the imperative of securing Overseas Reliable Ports for South Korea and assesses priority countries through an evaluation of potential candidate nations. Eight countries from Southeast Asia, South Asia, the Middle East, and Africa were identified as candidates. The assessment criteria include political and security relations with South Korea, geopolitical significance, economic potential, and the unique characteristics of each country. In the short term, Oman and Djibouti emerge as highly feasible options, while India and Indonesia are prioritized from a broader, long-term strategic perspective.
