해군 기술기획 분야 발전을 위한 소고(小考): PMTE 패러다임을 기반으로

2024년 8월, 대한민국 해군은 ‘‘24~‘38 해군기술기획서’를 최초 발간하였다. 이를 배경으로, 본 연구의 목적은 해군 기술기획 분야 발전의 중요성을 강조하고, 발전의 방향을 제시하는 데 있다. 본 연구는 시스템 엔지니어 James.N.Martin이 제시한 ‘PMTE 패러다임’을 분석의 틀로 삼아, 그 구성요소인 절차(process), 방법(methods), 도구(tools), 환경(environment) 각 분야에 대한 현 실태를 분석하고 발전 방향을 제시하였다. 절차 분야에서는 해군 기획 문서와의 연계성을 강화할 것, 방법 분야에서는 실무자 교육을 실시하고 업무 참고서를 발간할 것, 도구 분야에서는 해군기술기획서 배포용 일반본을 발간할 것, 환경 분야에서는 해군 간부 선발 및 교육 분야에 기술기획 관련 분야를 확대할 것 등을 제시하였다.

In August 2024, the Republic of Korea Navy published its first Naval Technology Planning Document(2024-2038). Against this background, the porpose of this study is to emphasize the importance of advancing the naval technology planning field and to propose directions for its further development. This study adopts the PMTE paradigm proposed by systems engineer James N. Martin as its analytical framework, analyzing the current status of each element—Process, Methods, Tools, and Environment—and presenting corresponding development directions. In the ‘process’ element, the study suggests strengthening the linkage with naval planning documents. In the ‘methods’ element, it recommends conducting practitioner training and publishing operational reference manuals. In the ‘tools’ element, it proposes publishing a general version of the Naval Technology Planning Document for broader distribution. Finally, in the ‘environment’ element, it emphasizes expanding technology planning–related areas in naval officer selection and education.
