트럼프 2기 행정부의 인도·태평양 전략 추진과 함의: 한미 조선업 협력을 중심으로

이 글은 트럼프 2기 시대 미국이 당면한 위협과 이에 대응하는 미국 안보전략의 방향성을 확인한다. 미 해군이 직면한 현실적 도전 과제를 정리하고, 이에 대한 자체적인 해결 방안을 분석하고 전망한다. 해양안보 정책에 국한하여 전망할 때 한미 간 협력의 정도와 방향도 상호 거래의 모양새를 갖출 것으로 예상된다. 미국 입장에서는 수상함과 잠수함의 건조 및 정비 등 분야에서 제반 인프라가 촘촘하게 잘 갖춰진 한국과의 협력이 필수적이다. 한국이 조선업이라는 확실한 레버리지 자산을 보유했기 때문에 한미 간 조선업 협력을 통해 다른 방위산업 분야로까지 파급효과를 모색할 수 있어야 할 것이다.

This article first identifies the threats facing the United States and the direction of its security strategy under the second Trump administration. It then outlines the realistic challenges confronting the U.S. Navy and analyzes and forecasts its potential self-reliant solutions. When examining the prospects limited to maritime security policy, the extent and nature of US-ROK cooperation are also projected to adopt a transactional format. From the U.S. perspective, collaboration with South Korea is essential, as the latter possesses a comprehensively established infrastructure in the construction and maintenance of surface vessels and submarines. Given that Korea holds the definite leverage asset of its shipbuilding capacity, it must proactively utilize enhanced ROK-US shipbuilding cooperation to seek spillover effects into other defense industry sectors.
