Abstract

This study analyzes the command and control (C2) communication requirements for the stable operation of the Navy’s MUM-T and proposes a multi-layered C2 network architecture based on HAPS to meet these demands. Due to the unique characteristics of maritime communication environments, existing RF and satellite systems are insufficient to achieve the required performance, prompting the design of a HAPS-centered architecture. Simulation results show that the proposed structure provides lower latency, higher throughput, and enhanced link resilience compared with LEO-based systems.
