
해병대 안전문화와 위험성평가 실행이 안전행동에 미치는 영향에 관한 PROCESS Macro와 FGI를 활용한 혼합연구

초록
본 연구는 고신뢰조직(HRO)인 해병대 안전문화가 위험성평가의 실행을 통해 안전행동에 미치는 경로를 실증적으로 분석하였다. 해병대 장병 203명의 데이터를 분석한 결과, 안전 의사소통이 위험성평가의 실행을 완전매개하여 순응도를 높인 반면 리더십의 직접 효과는 유의하게 나타나지 않았다. 이는 ‘설계된 안전(WAI)’과 ‘실재적 안전(WAD)’ 사이의 괴리 해소가 핵심 과제임을 보여준다. 따라서 현장 중심의 시스템 전환과 비처벌 보고 문화(just culture) 정착을 위한 실천적인 정책적 방향을 제시한다.
Abstract
This research empirically investigated the structural pathways through which the safety culture of the ROKMC, as a high reliability organization (HRO), influences behavior through risk assessment execution. An analysis of 203 personnel suggests that “safety communication” enhances compliance via the full mediation of “risk assessment execution,” whereas the direct impact of leadership was statistically non-significant. These findings underscore that bridging the disparity between “work-as-imagined” (WAI) and “work-as-done” (WAD) is a critical priority. Accordingly, this paper proposes a transition to field-oriented systems and the institutionalization of a “just culture” to provide practical policy directions.
