
Link-22 도입에 따른 네트워크 통제 복잡도 분석 및 KICC 조직 발전 방향에 관한 연구

초록
네트워크 중심전(NCW)에서 전술데이터링크(TDL)는 합동·연합작전의 핵심이다. 최근 한국군은 Link-22를 도입하여 해상 작전 지휘통제 능력을 강화하고 있으나, 다중 주파수 및 자동 라우팅 등 기술적 복잡성으로 인해 기존 공군 중심 합동연동 통제소(KICC)의 운용 부하가 증가할 것으로 예상된다. 본 연구는 Link-22 도입에 따른 네트워크 통제 복잡도를 분석하여 현행 체계의 한계를 진단하고, 최적의 KICC 조직 개편안을 제안한다. 연구 방법론으로 계층화분석법(AHP)을 활용했으며, 시나리오별 민감도 분석으로 대안의 타당성을 검증했다. 분석 결과, 기존 KICC 체계를 유지하며 해군 전담 조직(NICC)을 신설하는 방안이 정책적·운영적 측면에서 가장 유리한 것으로 확인되었다. 본 연구는 향후 TDL 운영 조직의 규모와 역할을 정립하는 객관적 의사결정 지표가 될 것으로 기대된다.
Abstract
Tactical Data Link (TDL) is fundamental to joint operations in network-centric warfare. While the Republic of Korea is deploying Link-22 to enhance naval Command and Control (C2), its technical complexity, including multi-band utilization and automated routing, poses a significant operational burden on the existing Air Force-led Korea Interface Control Cell (KICC). This study analyzes network control complexity to identify current system limitations and proposes an optimized KICC restructuring plan. Using the analytic hierarchy process, the study verifies the feasibility and robustness of alternatives through sensitivity analysis. The results indicate that establishing a new Naval Interface Control Cell while maintaining the KICC framework is the most favorable option. These findings define the appropriate scale and roles of future TDL operational organizations.
