Abstract
Driven by advanced technologies, escalating United States–China rivalry, and the evolving ASEAN maritime security environment, the strategic importance of K-maritime defense industries has expanded substantially. This study identifies support measures by the R.O.K. Navy and policy proposals to promote the sustainable development of K-maritime defense industries. By evaluating current defense exports to ASEAN countries and identifying key industry growth constraints, this study proposes four major support measures: establishing an International Naval Logistics Cooperation Conference, launching combined exercises for countries operating transferred or exported naval vessels, providing education and training support, and establishing a maritime-security ODSA framework. These measures are expected to strengthen the global competitiveness of K-maritime defense industries and foster practical security cooperation with ASEAN countries.
