Abstract
The recent proliferation of unmanned systems and decline in military manpower hinder the capability of the Republic of Korea Navy (ROKN) to operate and integrate an increasing number of sensors, electronic systems, and unmanned systems with fewer personnel. This study analyzed the development direction of an integrated counter-unmanned aircraft system (C-UAS) for the ROKN, considering changes in the future maritime battlespace and declining military manpower. Based on Korean defense policies, relevant studies, and NATO C-UAS testing and integration cases, the analysis included five domains: strategy; organization; systems; personnel; and test, evaluation, verification, and validation (TEVV). The results indicated that the ROKN C-UAS should evolve from an individual equipment-centered approach toward an integrated maritime defense capability linked with national integrated defense and joint systems. Furthermore, common data structures, automated condition monitoring, operator decision support, condition-based maintenance, and iterative TEVV should be strengthened to enable a small number of specialized personnel to manage multiple systems efficiently. Based on these findings, this study proposes the K-Maritime C-UAS concept and a phased development roadmap.
