Abstract
AI-based maritime manned-unmanned teaming systems will be a key element of future naval forces. Thus, the importance of reliable command and control capabilities is increasing as unmanned forces expand and become more autonomous. This study analyzes four major vulnerabilities: dependence on communications, limited operational continuity in electronic warfare environments, AI reliability, and increasing command-and-control complexity in operating multiple heterogeneous unmanned systems. Based on a review of U.S.-centered research and development trends, this study proposes four development directions for the Republic of Korea Navy: integrated command and control, resilient command and control, AI-based decision support, and autonomous mission capabilities with AI reliability assurance. It also proposes that these development directions be aligned with the phased development of unmanned forces under the Navy Sea Ghost concept so that command and control capabilities can also evolve progressively.
