Abstract
As naval vessels become increasingly advanced and military personnel numbers decline, maintenance, repair, and overhaul (MRO) has become increasingly important. This study establishes criteria for classifying naval vessel maintenance tasks as either in-house military maintenance or outsourced maintenance based on vessel development trends, maintenance environments, and weapon system characteristics. The relative importance of the criteria was determined using the analytic hierarchy process (AHP), and their applicability was subsequently validated through expert evaluation. The findings indicate that criteria combining quantitative and qualitative evaluations can improve maintenance efficiency and the effectiveness of naval vessel MRO program implementation.
