소형함정 공기 방사소음 규정 도입의 필요성과 패스바이 측정시험 사례 고찰

24 m 이하 유·무인 고속단정급 함정은 다른 함종에 비해 개방갑판형, 엔진 일부 또는 전부가 노출형 등의 구조로 주 소음원인 엔진소음이 여과 없이 공기 중으로 직접 전파되는 특징이 있기 때문에, 환경정책 기본법상 보장된 국민들의 쾌적한 생활환경 권리와 상충되지 않도록 하는 규정이 필요하다. 하지만, 민군분야를 통틀어 국내법 관련 고시에는 선박에 관한 공기 방사소음 규정이 불비하다. 반면 유럽은 24 m 이하의 레크레이션 선박의 모든 탑재엔진에 대해 recreation craft directive의 noise emission 및 ISO 14509-1의 패스바이 공기 방사소음 측정 방법을 의무화하고 있다. 이에 본 논문은 선외기 패스바이 측정 시험을 고찰하여 이를 해군 소형함정 공기 방사소음 규정으로서 도입을 제안한다.

Compared to other ships, manned and unmanned high speed naval craft less than 24 m have open deck type, part or all of engine exposed type, and the main noise source, engine noise, is transmitted directly into the air without filtering. This requires provisions to avoid conflict with the right of citizens to enjoy a comfortable living environment guaranteed under the basic environment law. However, air-born noise code for the small crafts are inadequate in public notices related to domestic law throughout the civil and military field. On the other hand, EU is obligated to measure the noise emission of the Recreational Craft Directive and the pass-by measurement test of ISO 14509-1 for all mounted engines of recreational crafts of less than 24 m. Therefore, this parer considers the outboard pass-by measurement test and proposes the introduction of it as a regulation on air-born noise for naval small crafts.
