Abstract
The decline in military manpower due to low birthrates and the adoption of Fourth Industrial Revolution technologies are driving a fundamental shift in weapon system operations. For the Navy, the complexity of long-term weapon systems and the unique maritime environment underscore the growing importance of total life cycle systems management (TLCSM) based on integrated product support (IPS). However, the current officer candidate school (OCS) curriculum, which produces a large portion of naval officers, lacks IPS-related education. This paper proposes incorporating IPS subjects into the common curriculum to develop officers’ competencies in system operation and management. It explores the concepts of IPS and TLCSM in relation to officer responsibilities and emphasizes the need to include advanced sustainment technologies—such as digital twin and condition-based maintenance plus (CBM+)—to strengthen digital-age operational capabilities.
