초록

해전의 발전사를 보면 근거리 전투가 점차 원거리 전투로 변화해가는 양상을 볼 수 있으며, 원거리 무기체계를 사용하는 경우도 적에게는 강한 피해를 강요하되 아군의 피해는 최소화하는 쪽으로 변화해 감을 볼 수 있다. 그런 의미에서 해상에서의 드론의 사용은 안보전략적 가치가 적지 않아, 강한 해양력을 가진 국가 사이에서의 충돌은 물론 약한 해양력을 가진 국가가 강한 해양력을 가진 국가에 위협을 가하기 위해 사용될 가능성이 매우 높다. 그런 점에서 최근의 드론 격추 사례를 분석하고, 작전법적 차원과 물적 차원의 이에 대한 대응 프로세스를 수립할 필요가 있다.

Abstract

Looking at the development history of naval battles, we can find that the close-ranged battle is changing to the long-ranged battle. Even if a long ranged weapon system is used, we can see that it changes toward forcing strong damage to the enemy but minimizing the damage to allies. In that sense, the security strategic value of using drones at sea is not small. Therefore, drones are highly likely to be used not only conflicts between countries with strong maritime power and countries with weak maritime power, but also clash between countries with strong maritime power. In this regard, it is necessary to analyze recent drone shoot-down cases and establish a response process at the operational law and aspect of war preparedness.
