초록

해군은 전력의 증강과 장교를 임용하여 운용하며, 매년 장기복무 장교를 선발한다. 본 연구에서는 현재의 해군 장교 장기복무 선발제도 평가요소별 상대적 영향력 분석을 통해 문제점을 식별하였다. 최근 3년(2018∼2020년)간 203명의 해군 장교 장기복무 선발자료를 대상으로 상대적 영향력을 산출한 결과 교육성적 ― 영어능력 ― 근무평정 ― 상훈 순으로 높게 나타났다. 평가요소별 배점 비율에 부합하는 상대적 영향력이 작용하기 위해서 근무평정, 지휘추천, 체력검정에 관한 배점 상향과 교육성적, 영어능력, 상훈에 대한 배점 하향이 요구되었다. 민감도 분석을 통해 선발기준에 가장 적합한 인재가 선발될 수 있도록 평가요소별 배점을 ±2-5점, ±2-10점으로 조정하는 방안을 제시하였다. 개선방안에 대한 상대적 영향력을 산출한 결과 배점 순위와 상대적 영향력이 점차 유사해짐을 알 수 있었다.

Abstract

ROK Navy has been operating its increased forces and recruiting officers to achieve its missions, and long-term service officers are selected every year. In this study, problems were identified through relative influence analysis of evaluation factors in the long-term service officer selection. As a result of the analysis on selection data for 203 long-term officers over past 3 years (2018-2020), the highest influence was found from education results, and which was followed by English ability, work evaluation, and prize. In order to adjust accordance of the relative influences to score allocation ratio by evaluation factors, higher ratios are required for work evaluation, command recommendation, and physical strength test, whereas lower ratios for education results, English ability, and prize. By conducting sensitive analysis, this study proposes adjustment of the scoring ratios in range of ±2-5 and ±2-10 points. Calculation of the relative influences on the alternative found that ranks by the alternative scoring gradually became similar with the relative influences.
