현재 해양 무인체계 도입 시 평시 작전에서 발생할 수 있는 문제점에 대한 논의가 적극적으로 이루어지지 않고 있다. 본 논문에서는 해군력 현시작전을 중심으로 무인체계화의 증가가 해군력의 전통적 역할에 미치는 영향에 관하여 분석해 보았다. 이를 통해 무인체계가 평시 해군작전에서 효과를 발휘하기 위해서는 현 국제법과 국내법이 갖고 있는 한계를 극복해야 함을 식별하였고, 작전개념에 있어서도 일부 개선이 필요하다는 함의를 도출하였다.
There has been little active discussion on the problems that may arise when unmanned systems replace current naval assets in naval presence operations. This article analyses the impact of the increase in maritime unmanned systems on the traditional role of naval power, focusing on naval presence operations. In conclusion, it was identified that, for unmanned systems to be effective in peacetime naval operations, it is necessary to overcome the limitations of current international and domestic laws, and that some improvements in the concept of naval presence operations are needed.
