초록

최근의 신흥안보 위협을 내버려 두면 전통안보 분야의 위기까지 촉발할 정도로 안보의 양상이 바뀌고 있다. 북한이 러시아 파병을 통해 러시아식 하이브리드전 경험과 기술을 익히게 된다면 전통적 안보 위협과 연계되어 한국에게는 실체적 위험으로 다가올 것이다. 따라서 러시아 파병 이후 북한의 위협과 도발 양상을 예측해보고, 국가 차원에서 단계별로 군사적 수단과 비군사적 수단의 주도적인 대응 모색이 필요한 시점이라고 할 수 있겠다.

Abstract

Recent emerging security threats are changing the face of security to the extent that they can trigger crises in traditional security areas if left unchecked. If North Korea acquires Russian hybrid war experience and technology through the Russian dispatch, it will be linked to traditional security threats and pose an existential danger to South Korea. Therefore, it is time to predict North Korea's threats and provocations after the Russian dispatch, and to seek proactive responses through military and non-military means at the national level.
