초록

본 연구는 최근 러시아-우크라이나 전쟁, 이스라엘-하마스 분쟁 등 대·내외 안보상황과 미래 다영역전장 환경에서 안전하고 신뢰할 수 있는 AI 활용에 관해 우리 군이 전략적으로 나아가야 할 방향성을 제시하고자 한다. 먼저 국방분야 및 최근 전쟁에서 AI 활용사례를 살펴보고, 국방 AI 활용에 관한 국내·외 동향을 분석하였다. AI에 기반한 다영역통합작전 수행 준비와 안전하고 국방부 차원에서 추진해야 할 제도 및 정책적 과제를 제시하였다. 이를 통해 REAIM 고위급 회의에서 제시한 ‘인공지능 및 자율성의 책임있는 군사적 활용에 관한 정치적 선언’ 과 이재명 정부의 국가 AI 선도전략(K-AI 이니셔티브) 구현에 이론적·정책적 시사점을 제공할 것이다.

Abstract

This study aims to present the direction our military should take strategically on the use of safe and reliable AI in the current internal and external security situation such as the Ukraine-Russia war and the Israel-Hamas conflict and the future multi-domain operation field environment. First, the use of AI in the defense field and recent wars was examined, and domestic and foreign trends related to the use of defense AI were analyzed. It presented institutional and policy tasks that should be carried out safely and at the level of the Ministry of National Defense in preparation for the implementation of AI-based multi-domain integrated operations. Through this, it will provide theoretical and policy implications for the 'political declaration on the responsible military use of artificial intelligence and autonomy' presented at the REAIM high-level meeting and the implementation of the Lee Jae-Myung government's national AI leading strategy (K-AI Initiative).
