다영역전장 환경 속에서 한국 해군의 전통적인 유인 초계 중심 해상경계작전 개념은 한계에 직면하고 있다. 본 연구는 위성자산, 인공지능, 무인체계의 통합 운용을 기반으로 한 정보주도형 자동화 작전개념을 제안하고, OODA 루프 구조에 따라 기존 개념과의 차이를 분석하였다. 전쟁의 수단-방법 관계에 대한 이론적 고찰과 해전 사례 분석을 통해 기술 발전에 부응한 경계작전 수행방식을 제시하고, 감시 범위 확대, 자산 생존성, 판단 속도, 작전 지속성 측면에서의 전략적 우위를 확인하였다.
In a multi-domain operational environment, the Republic of Korea Navy’s traditional manned patrol-centric maritime surveillance concept faces structural limitations. This study proposes an information-centric automated operational model based on the integration of satellite assets, artificial intelligence, and unmanned systems, and compares it to the legacy concept using the OODA loop framework. Through theoretical analysis of the means-ways relationship in warfare and historical naval case studies, the study presents a technologically responsive surveillance model and confirms its strategic advantages in expanded coverage, asset survivability, decision speed, and operational sustainability.
