초록

우리나라는 강대국으로 둘러싸인 전략 환경으로 인해 위협을 해양에서부터 조기에 인지하고 대응하는 것이 중요하다. 본 연구의 목적은 한국이 직면한 안보 위협인 ‘중국의 서해 내해화 전략’에 대응하기 위해 ‘해양영역인식(MDA) 발전’이 필요함을 강조하는 것이다. 중국의 서해 내해화 전략의 수행 방식과 최근 사례인 ‘한중 잠정조치수역(PMZ) 내 중국 인공구조물 설치 사태’를 분석한 다음, 이에 대응하기 위한 해양영역인식 발전 방향을 단계별로 제시하였다. ‘수집’ 단계에서는 해양 감시에 특화된 복합 위성을 확보할 것, ‘융합/분석’ 단계에서는 국방전략기술 10대 분야에 ‘해양’ 분야를 추가할 것, ‘공유’ 단계에서는 정책 수준에서 해군·해경 역량을 통합하고, 나아가 국가 해양력 통합기구를 신설할 것을 제시하였다.

Abstract

Due to the strategic environment surrounded by neighboring powers, it is important for Korea to recognize and respond to threats early from the sea. The purpose of this study is to emphasize the need for 'development of maritime domain awareness (MDA)' to respond to 'China's Strategy for Territorialization in Korea's West Sea'. The method of implementing China's Strategy for Territorialization and the recent case of 'installation of Chinese artificial structures in the Korea-China Provisional Measures Zone (PMZ)' were analyzed. Next, the development direction to respond to this was presented. In the 'collection' stage, it was suggested to secure a complex satellite specialized for maritime monitoring, in the 'convergence/analysis' stage, the 'marine' field was added to the 10 Core national defense strategic technologies, and in the 'sharing' stage, it was suggested to integrate policy-level navy and Korea coast guard’s capabilities and further establish a national maritime power integration organization.
