초록

본 연구는 2013년부터 도입된 안전관리 우수연구실 인증제도의 문제점을 알아보고 개선방안을 제시함에 목적이 있다. 이를 위해 인증을 신청한 안전관계자를 대상으로 설문조사를 실시하였으며, 다중반응 교차분석을 진행하였다. 인증 취득 연구실의 법 이행률은 향상되고 있고, 본 인증사업 시행 이후 매년 신청 및 취득하는 연구실도 소폭 증가되고 있다. 그러나 전체 연구실 대비 극히 낮은 참여율로 활성화되지 못하고 있는 것으로 나타났다. 인증을 취득한 이후 유효기간이 지나기 전에 재인증을 신청하려는 우수연구실에 대한 현실적인 지원 확대가 시급하다고 판단되며, 이에 각 집단을 구분하고, 지원체계를 세분화하는 검토가 필요하다.

Abstract

The purpose of this study is to find out the current status of the ‘The Certification of Exemplary Laboratory in Safety Management’ introduced from 2013 and to suggest ways to activate it. In order to collect opinions on problems and improvement plans of the certification system for excellent laboratories, a survey was conducted targeting safety officials belonging to laboratories and statistical analysis was performed on this. As a result of the survey, the law enforcement rate of certified laboratories is improving, and the number of laboratories applied and acquired every year is slightly increasing, but it is not activated at an extremely low participation rate compared to all laboratories. Therefore, it is urgent to expand realistic support for excellent laboratories that apply for re-certification before the expiration date after obtaining certification by investing time, human and physical resources.
