초록

본 연구는 창정비 주기를 중심으로 성능개량 소요 발굴, 설계검토, 예산 반영, 계약, 시험평가, 후속 성과 환류를 연계하는 진화적 함정 성능개량 통합 프로세스(IUPM: Integrated upgrade process model)를 제안한다. 함정 성능개량을 개별 장비 교체사업이 아니라 수명주기 기반 전투력 유지·성장 체계로 전환해야 함을 강조한다. 이를 위해 창정비–성능개량 통합계획 수립, 성능개량 검토시점 명문화, 소요군–방위사업청 공동기획 절차 마련, MRO+upgrade 패키지 계약제 도입, 공통 아키텍처 및 인터페이스 표준화, 후속 성능개량 예산 사전 반영을 정책대안으로 제시하였다.

Abstract

This study proposes an integrated upgrade process model (IUPM) for naval ships, which links the identification of upgrade requirements, design review, budget allocation, contracting, test and evaluation, and subsequent performance feedback around the depot maintenance cycle. This study emphasizes that naval ship upgrades should be transformed from individual equipment replacement projects into life cycle-based systems for maintaining and enhancing combat capability. To this end, it presents several policy alternatives: establishing an integrated depot maintenance-upgrade plan, specifying the timing for upgrade reviews, creating a joint planning procedure between the armed service and the Defense Acquisition Program Administration, introducing an MRO+Upgrade package contracting system, standardizing common architectures and interfaces, and pre-allocating budgets for subsequent upgrades.
