초록

본 연구는 일본 해상자위대의 호위함 건조 및 시험평가 제도 및 조직을 분석하여 한국 해군을 위한 발전적 시사점을 도출하였다. 일본은 함정 획득 기간 단축을 위해 복수 조선소에 함정을 동시 발주하며, 전용 시험함을 운용하여 사용자가 신규 장비의 해상 성능을 사전 검증하고 있다. 신속한 함정 전력확보가 필요할 경우를 위해 동시 건조 방식에 대한 제도적 기반과 전용 시험함 도입 필요성을 제언한다.

Abstract

In this study, we analyze the naval construction and evaluation systems of the Japan Maritime Self-Defense Force to derive implications for the ROK Navy. Japan has accelerated the acquisition by simultaneously awarding contracts to multiple shipyards and using a dedicated test ship to verify new equipment early. Accordingly, this study suggests establishing institutional frameworks for parallel construction and introducing a dedicated test ship to ensure rapid naval deployment in Korea.
