
안정적인 스마트브릿지 운용을 위한 운용개념 정립 및 기반 조성 방향에 대한 연구

초록
본 연구는 대한민국 해군에 스마트브릿지(smart bridge) 도입이 본격화되고 있는 현 시점에 이를 안정적으로 운용하기 위한 개념과 기반 조성 방향을 제시하는 데 목적이 있다. 인구절벽에 따른 함정 승조 인력 부족 문제와 기술의 급속한 발전이 맞물리면서 스마트브릿지를 비롯한 병력 절감형 장비의 도입은 선택이 아닌 필수가 되었다. 그러나 운용개념이 정립되기 전 장비 획득부터 선행되고 있는 실태, 운용인력 전문화 계획과 교육훈련 기반의 부재 문제를 해결해야 한다. 이에 해외 사례를 참고하여 ① 운용개념 확립(기능적 요구사항 정립, 당직사관 역할 재정의 등), ② 전담 인력 양성 및 전문화, ③ 교육·훈련 및 정비지원용 시뮬레이터(LBTS) 구축, ④ 독립적 예산 확보에 대한 정책 방향을 제언한다.
Abstract
The aim of this study was to present operational concepts and foundation-building directions for the stable operation of smart-bridge systems at a time when their introduction to the Republic of Korea Navy is becoming full-scale. As the personnel shortage aboard naval vessels, driven by demographic decline, intersects with rapid technological advancement, the adoption of manpower-reducing equipment such as the smart bridge has become not a matter of choice but of necessity. However, several challenges must be addressed: the current situation in which equipment acquisition is proceeding before operational concepts have been established, the absence of a specialization plan for operating personnel, and the lack of an education and training foundation. Drawing on foreign case studies, this paper proposes the following policy directions: ① establishment of operational concepts (such as formulation of functional requirements and redefinition of OOD roles); ② cultivation and specialization of dedicated personnel; ③ construction of a land-based training system for education, training, and maintenance support; and ④ securing an independent budget.
