
현대 해양전략 패러다임의 전환: 우주기반 전장인식을 통한 제해권의 재개념화

초록
우주기반 전장인식 능력의 발전은 현대 해양전략에서 제해권의 의미에 대한 재검토를 요구하고 있다. 본 연구는 우주기반 감시정찰(ISR)로 수집된 해양전장 데이터가 통신·정보융합·지휘통제·결심지원 체계와 결합하여 우주기반 전장인식으로 전환되는 과정을 분석하고, 이러한 변화가 제해권을 물리적 해상통제 중심 개념에서 정보우위 기반 해양전장 통제 개념으로 확장시키고 있음을 제시하였다. 나아가 현대 해양전략의 패러다임은 전력투사 중심 전략에서 더 넓은 해양공간을 먼저 인식하고, 신속하게 해석하며, 적의 판단보다 먼저 해양전장을 통제하는 우주기반 전장인식 중심 전략으로 전환될 필요가 있음을 주장한다.
Abstract
The development of space-based battlespace awareness capabilities requires a reexamination of the meaning of “sea control” in modern maritime strategy. This study analyzes how maritime battlespace data collected through space-based intelligence, surveillance, and reconnaissance are integrated with communications, information fusion, command and control, and decision support systems, thereby forming space-based battlespace awareness. The results show that this transformation expands sea control from a concept centered on physical maritime control to one based on information superiority and maritime battlespace control. Furthermore, the paradigm of modern maritime strategy should shift from a power projection-centered approach to one centered on space-based battlespace awareness, enabling earlier perception and interpretation of wider maritime spaces and control of the maritime battlespace ahead of the adversary’s decision-making cycle.
