함정 MRO 민간영역 확대를 위한 발전방향 제언

초록
본 논문은 첨단 무기체계 증대와 인력 감소에 대응하기 위한 함정 MRO의 민간영역 확대 발전방향을 제언한다. 국내외 MRO 사례 분석을 통해 법제화, 정비 표준화, 총괄 협의체 구성, 핵심 정비능력 확보, MRO 클러스터 조성, 획득 단계부터의 통합 MRO 등 6대 과제를 도출하였다. 이는 군의 정비 부담을 완화하고 전시 작전지속능력을 보장하는 실효성 있는 정책 대안이 될 것이다.
Abstract
This study proposes developmental directions for expanding naval Maintenance, Repair, and Overhaul (MRO) into the private sector to address the challenges of increasingly advanced weapon systems and declining personnel. The research identifies six core tasks based on an analysis of domestic and international MRO cases: establishing legal frameworks, standardizing maintenance interfaces, organizing an integrated oversight body, securing core maintenance capabilities, developing MRO clusters, and implementing integrated MRO from the acquisition phase. These measures serve as effective policy alternatives to alleviate the maintenance burden of the military and ensure operational sustainability during wartime.
