
북핵 위협 대비 해군의 회복탄력성 강화방안 연구

초록
본 연구는 북핵 위협이 고도화되는 안보환경에서 핵공격 이후 해군작전의 지속 문제를 회복탄력성 관점에서 검토하였다. 기존 북핵 대응이 핵 사용 이전의 억제와 공격 직후 대응에 중점을 두었다면, 본 연구는 핵공격 이후에도 핵심 기능을 유지하고 임무수행을 지속할 수 있는 능력에 주목하였다. 이를 위해 회복탄력성을 억제의 구성요소로 정의하고, 해군 작전기능 중 방호와 지속지원 측면에서 주요 취약성을 분석하였다. 연구 결과, 해군 회복탄력성 강화를 위해 개념의 교리화, 핵심 기능 중심의 차등적 방호체계 구축, EMP 내성 강화, 교육훈련체계 정비가 필요함을 제시하였다. 본 연구는 핵공격 이후 해군작전 지속성 확보를 위한 실질적 논의의 필요성을 제기했다는 점에서 의의가 있다.
Abstract
This study examines the issue of sustaining naval operations after a nuclear attack from the perspective of resilience amid the growing North Korean nuclear threat. Whereas existing approaches to North Korean nuclear threats have focused on deterrence before nuclear use and response immediately after an attack, this study emphasizes the ability to maintain core functions and continue mission execution even after a nuclear attack. In this regard, resilience is defined as a component of deterrence, and key vulnerabilities are analyzed in terms of protection and sustainment among naval operational functions. The findings suggest that strengthening naval resilience requires the doctrinalization of the resilience concept, the establishment of a differentiated protection system centered on core functions, the enhancement of Electro-Magnetic Pulse (EMP) resistance, and the development of an education and training system. This study is significant in that it highlights the necessity for practical discussion on ensuring the continuity of naval operations after a nuclear attack.
