
AI 기반 지휘결심지원체계 획득 방안 연구

초록
AI 기반 지휘결심지원체계는 결심중심전 구현의 핵심 전력이다. 그러나 현행 플랫폼 중심 획득 절차로는 AI 기반 지휘결심지원체계의 구조적 특수성을 수용하기 어렵다. 본 연구는 데이터 연속성 부재, 검증 체계의 한계, 공급망 통제권 미확보라는 세 가지 획득 과정의 문제를 진단하고, 이를 해소하기 위한 획득 방안을 제시한다. 획득 방안으로는 AI의 특수성을 고려한 데이터 거버넌스 구축, 검증 및 통제 강화, 공급망 통제권 확보와 함께 초기 전력화 이후 피드백을 반영해 점진적으로 개량하는 획득 방식인 나선형 개발의 적용을 제안한다.
Abstract
An AI-based Decision Making Support System is a core capability for implementing decision-centric warfare. However, the current platform-centered acquisition process has difficulty reflecting the structural characteristics of an AI-based Decision Making Support System. This study identifies three acquisition-related problems: discontinuity in data management, limitations in the verification system, and insufficient control over the supply chain. It then proposes acquisition measures to address these issues. Specifically, this study suggests establishing data governance that reflects the unique characteristics of AI, strengthening verification and oversight mechanisms, ensuring supply chain resilience, and applying spiral development as an acquisition approach that enables gradual improvement by incorporating feedback after initial fielding.
