초록

본 연구는 북한 핵위협의 고도화를 군사기술적 능력과 정치·제도적 의지 측면에서 분석하고, 이에 대응한 비핵화 방안을 제시하는 데 목적이 있다. 북한은 핵탄두 소형화, 투발수단 다양화, 핵물질 생산능력 확대와 함께 핵무력정책 법제화를 통해 핵보유와 핵사용 가능성을 제도화하고 있다. 기존 비핵화 협상은 위기관리에는 기여했으나 검증체계, 상응조치, 정책 지속성 측면에서 한계를 보였다. 이에 본 연구는 강한 억제를 유지하면서 검증 가능한 비핵화 조치에 따라 상응조치를 제공하는 포용적 억제 기반 단계적 비핵화 방안을 제안한다. 구체적으로 핵동결, 실질적 감축, 완전한 비핵화와 평화체제 구축으로 이어지는 3단계 로드맵과 스냅백 장치의 필요성을 제시하였다.

Abstract

The aim of this study was to analyze the advancement of North Korea’s nuclear threat in terms of military–technological capability and political–institutional intent and propose a realistic denuclearization approach. North Korea has enhanced its nuclear capability through warhead miniaturization, diversified delivery systems, fissile material production, and legalization of its nuclear force policy. Previous negotiations contributed to crisis management but showed limitations in verification, reciprocal measures, and policy continuity. This paper proposes an inclusive deterrence-based phased denuclearization approach, which maintains strong deterrence while providing reciprocal measures for verifiable denuclearization steps. It presents a three-stage roadmap of nuclear freeze, substantive reduction, and complete denuclearization with a peace regime, emphasizing snap-back mechanisms.
