초록

본 연구는 함정 유지보수정비(MRO)의 현황과 대내외 환경 변화를 분석하여 민간영역 확대의 필요성과 발전방향을 제시하였다. 분석 결과, 군 정비인력 감소와 함정의 첨단화·대형화, 한미 조선업 협력 확대는 민간 MRO 역량 강화를 요구하며, 함정 MRO는 타 선박산업보다 높은 경제적 파급효과를 지닌 것으로 나타났다. 이에 표준화된 정비·계약체계 구축, 성과기반군수지원(PBL) 기반 민군 협력 네트워크 강화, 중소 수리조선업체의 역량 제고를 핵심 발전방향으로 제안하였다.

Abstract

This study analyzes the current state of naval ship maintenance, repair, and overhaul (MRO) and changes in the internal and external operating environment to identify the need for expanded private-sector participation and propose future development directions. The analysis indicates that declining numbers of military maintenance personnel, the increasingly technological sophistication and size of naval vessels, and expanding Republic of Korea–United States shipbuilding cooperation require stronger private-sector MRO capabilities. It also indicates that naval ship MRO produces greater economic spillover effects than other sectors of the shipbuilding industry. Accordingly, the study proposes the establishment of standardized maintenance and contracting systems, the strengthening of civil–military cooperation networks guided by performance-based logistics (PBL), and capability development among small and medium-sized ship repair companies.
