A Data Governance Strategy for the Republic of Korea Navy Towards a Korean JADC2: A Strategic-Asset and Platform-Leadership Perspective

초록

본 논문에서는 경영학적 접근을 통하여 한국형 JADC2 다영역 정보통합체계에 대한 실효성을 분석하였다. 먼저, 기존의 기술적 관점에서 벗어나 자원기반관점 등 경영학 이론을 적용하여 거버넌스 부재라는 근본 원인 규명을 수행하였다. 분석 결과, 데이터 조직관리의 취약성을 확인하였고 해군의 연합작전 경험을 동적역량으로 지정하여 플랫폼 리더로서의 역할을 도출했다. 데이터를 전략자산으로 관리하는 거버넌스를 고려하여 데이터 준비도 게이트 등 실행방안을 제시하였고 해군 주도 통합체계의 타당성을 평가하였다.

Abstract

This study analyzes the effectiveness of the South Korean JADC2 multi-domain information integration system from a management perspective. First, departing from the conventional technological viewpoint, this paper identifies the absence of governance as the root cause by applying management theories such as the Resource-Based View. The analysis confirms vulnerabilities in data organizational management and designates the Navy's experience in combined operations as a dynamic capability to derive its role as a platform leader. Finally, considering a governance framework that manages data as a strategic asset, this study proposes execution plans, including a data readiness gate, and evaluates the validity of a Navy-led integration system.
