Abstract
This study investigated the application of the U.S. National Defense Strategy (NDS) “Campaigning” concept to the ROK Navy to counter gray zone coercion by third-party nations such as China and Russia. It identified a strategic gap between the U.S. Navy’s sequential, proactive cost-imposition operations and the ROK Navy's episodic, reactive crisis management. To bridge this gap and secure the ROK Navy’s lead role ahead of the OPCON transfer, this study proposes establishing a “Combined Campaigning Planning Cell,” constructing a Multidomain Information Integration Platform (MDIIP) among ROK-U.S. maritime forces, and instituting a ROK Navy-led combined standard operating procedure (SOP). Ultimately, it argues that the ROK Navy must transition from a reactive defender to a proactive leader in gray zone responses within the alliance.
