지상전략과 해양전략의 역사적 비교사례 연구: 나폴레옹 전쟁과 러·일전쟁을 중심으로

A Historical Comparative Case Study of Land Strategy and Maritime Strategy: Focusing on the Napoleonic Wars and the Russo-Japanese War

초록

본 연구는 현대전의 전 영역 통합작전 추세를 고려하여 지상전략과 해양전략의 역사적 발전 과정과 연계성을 비교·분석한다. 대표적 전략가인 조미니의 지상전략과 마한의 해양전략 사상을 고찰하고, 나폴레옹 전쟁과 러·일전쟁(쓰시마 해전) 사례에 적용하여 이론적 적실성을 실증하였다. 분석 결과, 지상전략의 결정적 지점, 전력 집중, 내선 작전 개념은 마한의 제해권, 함대결전, 전략적 요충지 이론으로 확장되어 상호 긴밀히 연계·발전해 왔음을 확인하였다. 이를 바탕으로 합참 차원에서 특정 영역에 치우치지 않는 균형 잡힌 군사전략 수립을 위해 전략기획, 전력기획, 작전기획 및 합동교리 발전 방향을 정책적으로 제언한다.

Abstract

This study comparatively analyzes the historical development and interconnectedness of land and maritime strategies in light of the modern trend toward all-domain operations. By examining the core strategic thoughts of representative strategists—Antoine-Henri Jomini's land strategy and Alfred Thayer Mahan's maritime strategy—the study examines their theoretical relevance through the cases of the Napoleonic Wars and the Russo-Japanese War (focusing on the Battle of Tsushima). The findings confirm that the foundational concepts of land strategy, such as the decisive point, concentration of mass, and interior lines, demonstrated a close historical linkage with Mahan's theories of command of the sea, fleet decisive battle, and strategic choke points, . Based on these findings, this paper presents recommendations for strategic force, and operational planning, and joint doctrine development for strategic policy at the Joint Chiefs of Staff level to establish a well-balanced military strategy that prevents over-reliance on any specific domain.
